ORS 2026/The Plan for a Resilient Oregon

THE PLAN FOR A RESILIENT OREGON

Plan for a Resilient Oregon (PRO)

Oregon’s first multi-hazard statewide resilience plan

This year, the ORS Summit is honored to feature the Plan for a Resilient Oregon (PRO), Oregon’s first multi-hazard statewide resilience plan, developed by the Office of Governor Tina Kotek. Officially released in September, the PRO is a people-centered resilience strategy to help communities around Oregon adapt and thrive in the face of increasingly severe disasters. The PRO is the product of the most extensive community engagement effort undertaken for resilience planning in Oregon to date. Developed by Oregonians, the plan was driven and informed by the hard work of 51 community partners across Oregon’s many diverse regions who contributed local insight and their valuable lived experience to the project. Starting in the fall of 2025, the governor’s office co-developed the plan via monthly regional and statewide forums with community partners, researchers, county, local and state agencies, and the public. These 51 community-based organizations conducted engagement within their communities through more than 70 community events, connecting with more than 4,000 Oregonians. Partners from the University of Oregon and Oregon State University conducted in-depth research with subject-matter experts, reviewed hundreds of local plans, and refined strategies and actions for impact and efficiency.

The PRO lays out a roadmap and will directly inform the next biennium’s legislative work with the goal of community resiliency and adaptation in response to the increasing instances of extreme disaster events. The Oregon Resilience Summit warmly welcomes the Statewide Resilience Forum and the Regional Resilience Forums – and all PRO architects – gathering together in person for the first time after a year of virtual collaboration, and we look forward to moving into implementation together.
